The Government of India has introduced a new Quality Control Order (QCO) for Cotton Bales under the Ministry of Textiles, making BIS certification mandatory as per IS 12171:2019. This regulation will come into effect from 27 August 2026.
The objective of this QCO is to ensure standardized quality, proper packaging, and improved safety in the textile supply chain. It will help enhance the global competitiveness of Indian cotton while ensuring consistency for domestic manufacturers and exporters.
All manufacturers, ginners, traders, and importers dealing with cotton bales must comply with the BIS certification requirements before the enforcement date. Non-compliance may lead to penalties, product rejection, or restriction from selling in the Indian market.
